본문 Recently, In April
10 2011,the prime minister of Republic of China, Wen Jiabao, announced that
china will continuously implement the tightening measures against inflation and
the real estate market which had begun since the April 2010. In respond, Chinas
central bank said it would raise the amount of money that lenders must keep in
reserve as official concerns persist over inflation and rising housing costs.
Especially, China carried out its fourth reserve ratio requirement rising in
2011. Also china isrecollecting its large amount of the circulative fund in
order to solve the inflation and real estate market bubble problem. Regarding
this policy, the reserve ratio requirement set the highest record in its history
which was ranged to 20.5 % in May.
This record, however, had soon got
beaten by the following month.The Peoples Bank of China raised its reserve
requirement ratio by 0.50 percentage points, took effect in May 18 - the fifth
increasing this year. With this new reserve ratio requirement took effect,
Chinas commercial banks require holding 21 per cent of their deposits in
reserve, based on earlier announcements made by the bank. The move comes one day
after the government said the countrys consumer price index rose 5.3 per cent
year on year in April - a slight easing from March but well above Beijings
official four percent target for 2011.
Even though it is one of the
pillar industries of China,real estate does not only have economic impact but
also far greater effects on both the nation and its people. Real estate is
critical for the welfare of the citizens and important for political
stabilization. As such, the Chinese government has to intervene, manage and
control.
When the housing prices began surging in 2006, the State
Council published six regulative measures in May to adjust the structure of
residence supply, focusing on the development of medium and small houses to
satisfy the demand of ordinary buyers. These policies were aimed to stabilize
the housing price and not to reduce it. Despite the measures, because of China’s
fast growing economy and the high deposit level in banks, housing prices
continued to surge.
In 2007, tighter financing policies were implemented.
The central bank raised lending rates by six times during the year, directly
increasing the burden of housing mortgage loans. The central bank also raised
the interest rate for residential property loans in August of the same
year.
In addition, new regulations for residential property mortgage
loans were implemented in late September that same year. Under the new policy,
down payments for second residential properties must be at least
